Hello everyone.
My name is Ron and am a Dutch guy living in west of ireland.

I decided to build a go cart with my down syndrome cousin.

I have bought a Pacini four stroke engine which is 7hp and 3600 Rpm.

Clutch is 10tooth and holds a 420 chain.i was told to go a 6to1 Ratio sprockets

By my calculations if I get s 60 tooth rear sprocket my speed would only be around 32km

What if I use. 35 tooth sprocket, would I still have enough torque?

Yes if you are going to run on tarmac with 11 inch tyres and your kart /driver is not too heavy.

6-1 would be more suited to off road running but a 60t 420 sprocket would be almost scraping the ground on 11 inch tyres.
