Technical Junior Rotax not Revving beyond 13k

I have a Junior Rotax Engine which will just not rev past 13k. I have tried various combinations of Sprocket and Jetting to try to increase the revs, but no matter what tooth gearing or jets i use, the max revs i can achieve is 13k.

Any ideas?

Are you running pre-evo or evo? The engine not revving out can usually be attributed to something in the electrics somewhere. Coil/Plug/Switch/Loom etc....

Evo. I have changed the plug.

Start looking at the electrics. Work your way through switch / battery / loom / coil / plug (which you've done) and anything else that's a bit sparky....
